Deputy Ukrainian Defense Minister Hanna Malyar stated on March 31 that Ukraine’s committed defense of Bakhmut has made it ”the most expensive” Russian effort of the war and noted that ”the time, weapons, equipment, and huge number of casualties spent by the enemy on the capture of Bakhmut do not justify themselves from the point of view of military expediency.”[31] Malyar’s statement supports ISW assessment that the Ukrainian defense of Bakhmut remains strategically sound as long as Ukrainian troops force Russian troops to attrit manpower and equipment without Ukrainian troops suffering excessive losses.[32]

 

The ISW is reporting that Russia's winter offensive which commenced in December was launched with the stated intention of capturing all of the Donetsk & Luhansk Oblasts by 31 March. They have failed to achieve either of these objectives and indeed what little forward progress has been made has only come at great cost, both in terms of men and material. On that basis ISW assesses the offensive as being an expensive and bloody failure. Sergey Surovikin is reported (unconfirmed) to have stated that Russia now needs to return to a defensive posture. Following the failure it is also reported that Russia is again reshuffling senior leadership roles in the Russian army in Ukraine.

 

They raised the Russian flag over the administration buildings in the center of Bakhmut yesterday.

 

So? Bakhmut has been almost, nearly, practically or (insert your favorite adverb here) for months! The battle for Bakhmut has now been going on for longer than the battle of Stalingrad did FGS! And Ukraine is still in possession of the eastern third of the city! Russia can raise all the flags it wants, wherever it wants. It doesn't change anything, not until it actually manages to capture or encircle the entire city.
