Overall Obama had more air strikes on Syria and that amounted to more damage to Syrian forces. Obama did get a deal to remove a high volume of chemical weapons out and international observers noted that chemical weapons were removed. Chlorine was not removed since it is used for water treatment and other industrial uses.

I was not a proponent of Obama trusting the Russians any more than I am of Trump believing Putin. The mistake Obama made was to not include chlorine in the banned chemical weapons. Assad did use chlorine in attacks after 2016. What is not clear is if the sarin gas used by Assad was newly acquired or part of the stash missed by the "deal".
