Your still putting words in my mouth and using your fingers as earplugs. When you're ready to move onto the EC get back to me.

I don't understand why the constitution counts them as even PART of a citizen. Isn't this the Constitution giving illegal aliens legitimacy?

It was vague language in the Constitution, they wanted to make sure slaves were counted for partial representation, but thought it was too far beneath their ideals to actually specifically mention the word slavery in the Constitution.

Slave owners were afraid their property would be taken away, so wanted to make sure they had adequate representation in Congress in proportion to their property.

Of course, the slaves themselves were not actually allowed to vote, but their presence gave the state they were in more voting power in government.
It's the same story with illegal immigration today. Even if not a single illegal alien voted, they would still give the state they were in more votes in the House.

How does the government know how many of them exist in order to count them?

    Is census participation mandatory?

Yes, by law. There are actually criminal penalties, though rarely enforced.

Illegal aliens are encouraged to fill out the Census form, and assured that any information collected in the Census will not be individually used against them.

But presumably no such criminal penalty could be issued against a non-citizen for failing to participate in something which is only mandatory for citizens.

    By who?

The census question that has been blocked would not have identified the number of illegal aliens.

This census will be used for data only. They can't count illegals for the purpose of how many congressional representatives a district has. It would be foreign interference in our elections.
