There are a number of ideas such as this - ways to change the chemistry of our upper atmosphere to either reduce solar energy arriving or enhance heat leaving. Today, we're warming because solar radiation is arriving essentially unimpeded, while humans are changing the composition of our atmosphere to gradually slow the rate at which heat radiation can leave. There would be HUGE problems in having one nation decide to change Earth's atmosphere, of course.
