No, not apartments. Apparently moving into someone else's vacant property or taking over an entire empty hotel....and not having to pay....is the solution. Basically, she's a Communist. My city is using the crisis to go full-blown Socialist. During the "stay at home", construction companies which were building single-family homes and commercial buildings for private businesses are "non-essential" and cannot continue construction. "Essential" construction is allowed. That is city-approved residential builders of low-income multi-family units and construction on government owned homeless shelters. Commercial builders who are "essential" are those who are building social service facilities and government buildings. Can't have private property or private business. That wouldn't be fair.
Whoever wrote this is a mess of a person, projecting their disdain for tradition and inability to adapt to norms. So many progressive buzzwords you lose track, making mountains out of molehills, thrusting 'protected classes and victim groups' to the forefront as if it's the most pressing issue right now. Complaining how they're dangerous and that not everyone has a home. She obviously is against private home ownership. And if she is against that, and humans got to have a home, she obviously wants those apartments owned by the government...ahem..."The People" (though ran by the government as is always inevitable) .

Yes, absolutely! They are to move into vacant homes, apartments, and hotels and refuse to pay rent or leave when asked. She didn't quite mention how they are supposed to get electricity or water...or food.
