1. Many of the more pro Russian residents were evacuated from Kherson already. Still, the pro-Russian residents in Kherson have every reason to be upset at Putin abandoning them without a fight. As in other places recaptured by Ukraine, many of them face execution and persecution as Russian collaborators and "traitors."
2. While my assumption is that a majority in Kherson would have voted for annexation anyway, a referendum which is branded a fraud by Ukraine and its allies even before being conducted, is unlikely to illicit much voter participation by those opposing annexation. So whatever the actual percentage (90% you say) voting for annexation in Kherson city, it will almost certainly hugely overstate support for the move.
3. Like elsewhere, political divisions often can be geographically mapped, with certain areas more and others less receptive to the UAF. The pictures and videos I have seen appear in the nature of propaganda and none I have seen would establish genuine popular support among even close to a majority for UAF.
