    I'm sure that I understand the intent of the memorandum. That is why I believe that I'm not interpreting section 3.(d) correctly.

    Reading it that way doesn't make sense. Because if so, you just stick with the IG report if you want a non-enforceable device. The way I read it, is to state that the joint task force between the DOJ and the intelligence community(CIA, FBI, etc) is a temporary occasion, and that once this is over, the departments will branch out back to the status quo.

    investigators job is to investigate and prove a crime and who is guilty of that crime not to exonerate one and because Mueller failed to do so on Trumps behalf in its self is an exoneration
