It's a legal document that you file with the building owner, building contractor, the construction lender, and the county recorder. you can only claim work and material 20 days prior to the date you file so you should file before you begin. If you don't file, you can't Lien the property, you can't go after the contractors bond if they go belly up, etc. you just lose out. I'm not in the home improvement field either.

Perhaps you can explain what you mean by that. First of all, it was not a prediction. Why you claim it was is beyond me. The facts in my post were accurate then, and subseqent events have not altered them.
Baloney! Contrary to your false claim, I made no unsubtantiated charges about Trump's fake charitable history. I provided links to documentation of the many times he has made public pledges and never followed through. I have pointed out that, based on Trump's history, there is little reason to believe that anyone will ever see a dime of this pledge either. You can't refute any of that, and resorted to attacks in lieu of facts.
We will see if this pledge by Trump is any better than all of the others he made. I will build a wall..... I will repeal Obama care and replace it with something better and cheaper....... I will bring back American jobs..I will make America great again...

Were the reporter’s critics right? Should we conclude that people taking food from an empty store during an emergency are not committing a crime? That’s exactly what we should conclude — they are not lawbreakers — but it’s important that we understand exactly why. Let’s start by considering our own instincts. If I were trapped and my family was starving, I would grab the food; I suspect most readers would too. Already our instincts tell us, then, that the moral situation in which we find ourselves is different when a disaster has struck. I believe, very deeply, in the importance of strong property rules. In an emergency, however, we should interpret the rules differently. The problem is familiar to law students. It arises in courses on torts, contracts and (of course) criminal law. A well-known example in the Model Penal Code posits a hiker who, trapped by a blizzard, breaks into a cabin and eats the food to survive. The hiker has taken both food and shelter without the permission of the owner. By choosing to violate a property rule rather than starve to death or die of exposure, the hiker has selected the lesser of two evils. If they overpower him and take the food anyway, is the case the same? Plainly it isn’t. For one thing, they have added assault to the crimes with which they might be charged. I'm merely distinguishing between two different things. Consider the following, do you view these two acts as the same thing or do you see a distinction btw them: i) In a desperate situation, and empty house is entered, shelter is obtained and food is used. No destruction of property, no running off with the TV set. ii) Forcing past a reluctant owner and essentially robbing him under the threat of violence. A law abiding citizen could easily find themselves in scenario i) A law abiding citizen is never going to commit scenario ii)
