Incorrect. A president is elected if he or she receives a majority of the electoral votes cast, not of the total electoral votes, though they are almost certainly the same. Almost because it seems possible with with the falderal this election it is conceivable that a state or two might not submit their electoral votes on time and therefore not get cast and counted. If there is a tie each House state delegation votes on the top five names from the electoral votes. Unless that list includes the names of Pelosi or Leahy, there is zero chance of either being elected president.

Incorrect again. The House (nor the Senate) certify the vote of the electoral college per se. The vote is what it is as sent it my the states. However they can make a challenge if they think the votes were improperly cast, and that means improper according to the prescribed process, not improper because they don't like it.

The count and resolution takes place on January 6. Only if there is a tie for the president might the resolution go to January 21 or even later. If the House is still voting on the president on January 21 the elected vice president assumes the duties, not any congressional Democrat.

If the voting is tied for president in the electoral college, the house will vote on the winner from a list of the top 5 vote getters. Each state gets one vote and the Republicans hold a majority of states (by about 2 IIRC), so, unless this changes with November's elections, you can bet that the house will vote for and elect Trump.

Second, the winner needs a majority of the electoral votes cast, not of the total number of electoral delegates. Third, if their is a tie for president the House, not the Senate, votes on a state by state (with each state having one vote) basis for the president elect from a list of the top 5 electoral college vote getters. Then, if the House has not completed their voting by Jan 21, Pence assumes the presidency until such time they do finish. Beyond this process neither the House nor the Senate have any control or say in the matter.
