Last year, Ukrainian government invited hackers to join the so-called IT-Army of Ukraine; please see PC Magazine. At that, Ukrainian authorities make no secret of the fact that there are Russian civilian objects – e.g. services for purchases of railway tickets - among targets of this “Army”; please see today’s report on the website of the Ukrainian State Information Agency Ukrinform.

And already last year, the famous Swiss newspaper Neue Zürcher Zeitung wrote that “civilian targets are attacked (by Ukrainians) with Western help”; please see also a citation below:
    Neue Zürcher Zeitung

It means that Western countries do not fulfill their obligations to combat international cybercrime and maybe even support it.

For example, Deputy Foreign Minister of Russia has declared this year that members of the IT-Army of Ukraine are trained and supported by US officials; please see the citation below:
    TASS

The situation with the IT-Army of Ukraine resembles very much situation with Afghan fighters who were trained and supported by the US and other Western countries in the 1980s.

But later these Afghans began terrorist attacks in the West and the US and its allies had to start a military operation in Afghanistan; this operation lasted for 20 years and ended without success in 2021.

IT-Army of Ukraine too can later start its criminal activities against Western targets and use skills and experience which are given to it by the West. Now, this Army attacks Russian banks and tomorrow it will steal money from European and US banks or will squeeze it from these banks.
