Actually there are limitations of the information that the DOJ can use form an OIG report to prosecute anyone. It's better that the DOJ prosecituer uses the OIG report to indicate where he should investigate and then do their own comprehensive investigation. Their investigation would use different methods and sources than the OIG since the OIG can't prosecute. I also find it interesting that Huber was put on standby and then replaced by Durham. Seems he is a little more focused.

IG Horowitz already submitted a preliminary report to the DOJ outlining criminal misconduct. Speculation was that it was Strzok that was targeted, but James Baker is a more likely suspect now. Baker admits he's been cooperating with IG Horowitz, but is "nervous" about the outcome, as he is aware he is under criminal investigation himself. Most certainly everyone Barr subpoenas or indicts will be taking his efforts seriously. Though the fact that all Durham's prime suspects hired criminal defense attorneys a long time ago, indicates they they've taken the OIG investigation seriously from the start.
