The police themselves acknowledge that they intentionally put more police officers in black neighborhoods. This leads to more police/civilian interaction and more crimes being detected, which leads to higher on paper crime rate. This is then used to justify further increases in police presence. The cycle continues.

Depends on the crime and depends on the neighborhoods.
Drug crimes? White and black people consume and possess drugs at similar rates.
Neighborhoods? As crime is heavily linked to economic inequality the color of the people in an area is an unreliable predictor of its actual crime rate.

I wonder if you’re essentializing poverty and prosperity with black and white people respectively. It seems that you might be.
