In the mean while you might die in the waiting.

Is that the best of health care, when a poor person has to wait 12 months and a rich person can get the surgery the next day?

Urgent surgery isn`t treated with any urgency either. The General hospital where I live has paint peeling off the walls, too many people just go there to die, and that`s just the vistitors. The excellent staff can only compensate for a certain amount of under funding and beauracratic waste, they are all too often overwhealmed by futility.
