Good point. At least Reagan's idea claimed to be limited to defense. However, once there are weapons in space for any purpose, I don't know any reason that anyone should trust we would hold to that limit. And, there is even a use for missile defense in offense. After all, if we can prevent retaliation we're far more free to go on the offensive.
