Neither of those are attractive pictures, IMO. When we look at pictures, of course, we're not considering the whole person, which, as I earlier have said, is essential to the question of one's beauty. If, though, we are speaking of a mere superficial level, as displayed in a picture, it is interesting to consider how much of a difference is made by things like makeup, and camera angle. Whatever image we find appealing, is due to those ideas it evokes, in our own minds. Anyway, here is an actress who can portray some very comely characters. Michelle Williams. I just caught her as "Glinda, the Good Witch of the West," in Oz: the Great & Powerful, in which, she appears most lovely. She was also, most fetching, in My Week With Marilyn-- though, in both these cases, it was also the character she was projecting, the person behind the appearance, that augmented the superficial beauty. I'm not sure about most beautiful but for me the best candidate for most alluring is Monica Bellucci. It shows my preference for Mediterranean women I guess.
Huh, I don't think I'd even rate her a 9. Maybe an 8 face. Not ugly at all, but not really my type. I like her eyes and nose, but not really her head, hair or chin. Probably Natalie Portman a number of years ago as far as famous people I can think of. I had a classmate that looked sort of like Duchess Kate but with a better body. She might have been cuter than Portman, but she was in a relationship the whole time I knew her.
She looks a bit like Emma Appleton, who I only know as Renfri from the Witcher. Both definitely prettier than the OP girl.

We had a family dinner a few weeks ago when my daughter was in town and as a conversation starter she asked what our celebrity crush was. I'm not sure I've had a real celebrity crush since I was 16, but I knew it would gross her out (because of the age difference) so I said Sydney Sweeney. Yep I got the reaction I was looking for!
I wanted to mention that I recently saw a movie that Ms. Comer is in, with Ryan Reynolds, called Free Guy, which was good, and in which, Comer is fairly appealing. But not as appealing as this actress, I just saw in a T- Mobile ad, touting the new I-phone that comes with a service contract. If you haven't already, meet Lili Reinhart: She has a nice smile, and it seems, an expressive face. But her speaking, in a You Tube video, did not add anything to her appeal. So I passed on linking it. Here is someone else named Lily who People Magazine named Most Beautiful Woman: Lily Collins, daughter of Pop music star Phil Collins. While she seems too much into clothes & fashion, for my taste, she has played some appealing characters, and is a good actress. Not the most beautiful woman in the world, but pretty-- though I'd found her more appealing, I think, when she was younger.
The name "Lily" must have gone through a bit of a revival, as here is a third actress with that name, Lily Rabe. I first noticed her on American Horror Story, though I did not become a fan of the show. Yet there was something about her, or the character she played, which I found bewitching. One would not say that she had "fine" features, but rather more of a girl next door look. I had just figured that it was something about her energy that I'd liked, until I just now discovered that she is the daughter of Jill Clayburgh, who I had always found attractive, when I was young. Once I found that out, I could immediately see the resemblance, both physically, and in the way she speaks-- in the overall vibe.
Definitely a better candidate than OP by her face. Only thing a bit odd are her eyebrows, and body doesn't seem curvy enough. Is she even a B cup, probably not.
I am surprised, that you don't seem familiar with her-- though, granted, many of her films had been directed towards a younger audience. But I think she is a fairly regular guest on late night talk shows. She started off with small roles in The Blind Side, and Priest; then starring roles in Abduction, and in Mirror, Mirror (a retelling of Snow White, with Julia Roberts as the evil Queen)-- both of which films, I thought were worthwhile. She has lost the more athletic fullness of figure, of her teen years, and moved more toward the waifish form, which had always been present, as well. I still think she has some curves, when dressed to show them off. I also found that she had purposely lost weight for a film role, playing a bulimic. In gathering the images & clips, I see she has done other films, in the last decade, which I'd not formerly known (but which are presumably for an adult crowd, at least) as well as a seemingly popular series--"Emily," I think-- on some pay t.v. service. Funny though, that you mention the eyebrows:
Well, me not being familiar with famous people is just me. I don't usually try to know the names of famous people even in things I like and it's the kind of thing filtered out by my mind as irrelevant. It's only through extreme repeated exposure, and for some reason South Park, that I end up knowing who famous people are.
