Also, Belgium is a lot used by terrorists who want to attacks France because their governement is not strong yet, and that the informations taken by Belgium athorities will not always went to the french authorities... so they can more easily get armed, etc... Also, Belgium is very important in Europe, so, an attack here would be a true shock and that's probably what they want.
Its easier to get hold of weapons in Belgium and there is a well established criminal element as well.
