Not sure, probably because in the "teen movie" genre the pretty ones are the ones more likely to be in the snobbish HS or sorority cliques. Going by real life experience though it's usually been the ugly ones who are the meanest and the nastiest (most likely out of repressed self-loathing), though that's obviously not an absolute rule.
