In Muslim countries it is not the country, because the religion overflows the boarder. The religion gives you several examples of punishment of unruly women. I suppose it's important, because it also tells you how dumb they are. Sahih Bukhari (6:301) - "[Muhammad] said, 'Is not the evidence of two women equal to the witness of one man?'
