    That word is meaningless. I would say we have become the world's largest sponsor of terror, especially since our funding of Israel's disgusting campaign of terror, and regularly take part in terrorist activities ourselves. That "different kind of war" has been stupid, wasteful, and making things worse in the world since it started.
    Our great strength has made us a lazy nation, more willing to smash everything with military power rather than fix problems through fair negotiation and diplomacy. It has given rise to what lazy people call "terrorism". There ARE some true terrorist actions, but the vast majority are not. The attack on the US base was not. That was more of an insurgency or guerilla attack against a legitimate military target.
    Killing people in a host country that does not want us killing people there is just wrong, and is going to destabilize the country, as Iraqis see their government as being complicit in supporting operations they do not support, as well as killing Iraqi civilians, damaging infrastructure, and undermining Iraqi sovereignty.
