    OK, so I believe that our Congress is really not doing well right now because Senators don't really have to try hard at all to get votes.

    So what I say is that Senators should be elected by the State Legislatures. However, as a compromise, let the House of Reps be elected by a proportional system, or run-off voting. This would be good for everyone.

    According to Article I, section 3 of the U.S. Constitution, senators were to be chosen by the legislatures of their respective states. The 17th Amendment to the Constitution, however, dictates that senators are to be directly elected by the people they represent. (It also established procedures to fill vacancies in the Senate left by resignation, impeachment, or death.) It was ratified in 1913.

    In other words...this was tried before and rejected because it took choice away from the people.

    It will never go back to that way.
