Sometimes a guy can get so educated, he becomes real stupid. If dolphins have the same "rights" as humans then we have to treat them like humans in all other respects. A dolphin that kills another dolphin (or a human) should be tried and punished for murder, including the death penalty if appropriate. A dolphin should be subject to the income tax. Those dolphins who get fish for helping fishermen must pay their "fair share." A dolphin should be required to pay for health insurance under Obamacare. Why not just protect dolphins and whales as an ethical matter without getting into a quagmire of indefensible quasi-legal mumbo jumbo? It would all be so much easier and less absurd. On the other hand I'm sure Obama would love to tax the dolphins.
If a corporation (a building and some office equipment) is a person then a Dolphin probably should be too. I mean, why not trees, cars, moon rocks. Once corporations were given human rights, the door was swung wide open. I say,

Well, if we are going to forward ridiculous arguments such as this, you should know that the only way for the United States to mandate what you ask would be if such dolphins remain in our contiguous zone. A dolphin in the zone would not be subject to criminal law, but they would be subject to fiscal law, immigration law, and sanitary law.

I can see giving chimps and maybe orangutans rights. They are really smart and use tools in many ways. I've read of captive chimps that have no trouble using refrigerators and stoves to prepare their food. I do think they should NOT be used in experiments. Gorillas are another story - not close to chimps in brains. As for dolphins? Again i say - No rights for fish.
I understand when little girls believe dolphins should have "rights", but its embarassing when grown men act this way.
Wow, you realize that Dolphins are actually mammals, and its been proven that they are the smartest mammals outside of humans, and that INCLUDES chimps and orangutans. They are certainly as intelligent or moreso than right wing extremists. Thats for sure.

I saw the documentary 'The Cove'. I must admit that it made my blood boil a bit to see how savagely the dolphins were trapped and killed. But ultimately, it should be an issue for individual countries to decide on whether or not the hunting of dolphins should be allowed in their territorial waters. I think the point at which international organizations should step in, is if dolphins are in great danger of becoming extinct. Their is no justifying us hunting animals to the point of extinction.
