    Are you sure that you mean 33 U.S. Code 2293? You know that this is for the TERMINATION of such projects rather than the initiation of them?

    Do you have a link to anything on this or a media article discussing this? Google (from within Australia) only returns one result with the term “state of immigration emergency" in it.

    I don't know the codes by name. I just know there are several, and actual lawyers (not the media talking heads with a JD) say its absolutely doable.

    Immigration levels are way down, and a wall--which would not be built for years---isn't an "emergency" response.

    The statute requires a "national emergency". It is not unconditional. And we know that government may not behave in an arbitrary and capricious manner.

    You put all of that together, and we have injunctions.

    Even Bonespurs and his squad of 2nd tier lawyers agree with that.
