    Why would they have to show that it has changed? Why can't the border be considered to be no more a national emergency than it was 10 years ago?

    Why the hell WOULD it have gotten worse under the ruthless Trump administration?

    Because it wasn't considered one for the past 10 years (or 10,000 years), so I'm not sure how you can claim one if the situation hasn't changed, and for the worse.. I mean you can claim Al Michaels doing Sunday Night Football is a National Emergency if you want, but that doesn't make it so... It will be challenged in courts, as most of Trumps legal actions have to be... that should tell you something right there...

The Act of Congress imposes certain procedural formalities on the President when invoking such powers. The perceived need for the law arose from the scope and number of laws granting special powers to the executive in times of national emergency.

    The legislation was signed by President Gerald Ford on September 14, 1976.[1] As of January 2019, the United States is under 31 continuing declared states of national emergency.[2][3]

    No, that would be an IMMINENT national emergency such as a military invasion approaching the border.
    Wouldn't you consider 4 known terrorists crossing the border in the first 6 months of last year to be an emergency?
