Not a legal requirement. Also a dodge.

Courts have already been clear about Congress's powers of inquiry and subpoenas

if not the precedent or tradition, they do have a view of fairness. If the democrats try to go into that proceeding without the republicans having an equal chance to subpoena, it will be likely dismissed before it starts.

Of course The Trump cabal does not want the truth to come out so they obstruct, evade, lie, and degrade our once great country.

I'd say it would definitely be dismissed by McConnell for being a partisan act

    That's unresponsive. The question was

"On what grounds is Trump holding this testimony back?"

Wanna take another stab at it?

He is not required to. He is forcing the house to take a vote. Which they should have done before they even started.

To NOT do so...is Obstruction of Congress. Moreover he has no legal basis to do this. NONE.

Trump has no right or authority to tell the House how to conduct its business

They have to actually ASSERT that claim . They have not done so.

If they WERE to do so it would be challenged in Court (a la Nixon) and they would LOSE

They simply refuse to comply instead.

This is getting real interesting. The following could only happen with a President named Trump.

The White House sent a letter to the House of Representatives telling them to vote on impeachment of the President! Unbelievable! Surreal!

Fox News put it this way, "The White House outlined in a defiant eight-page letter to House Speaker Nancy Pelosi and top Democrats on Tuesday why it will not participate in their “illegitimate and unconstitutional” impeachment inquiry, charging that the proceedings have run roughshod over congressional norms and the president's due-process rights.

"Trump administration officials called the letter, which was written by White House counsel Pat Cipollone and obtained by Fox News, perhaps the most historic letter the White House has sent."

Well, Mr. Cipollone apparently does not know what impeachment is. IF Trump is impeached, that is an indictment, much like a grand jury when it hands down an indictment. IF Trump is impeached, he will received every one of his "due-process rights" in the trial which is held in the Senate. Cipollone didn't know this?

Or, he made complete fool of himself because the contents of the letter was meant only for Trump's base and Trump's soapboxes like the Sean Hannity show and much of Fox News with some notable exceptions. They will believe it.

And??? Is Schiff and the gang gonna double impeach him? The Senate will tell the house to sit at the kids table

The Washington Post reports, "The White House said Tuesday that it will not cooperate with House Democrats’ impeachment inquiry, ratcheting up tensions between the legislative and executive branches amid an outcry from Democrats that the Trump administration is stonewalling their investigations.

"Trump personal attorney Rudolph W. Giuliani said earlier Tuesday that he would not cooperate with House investigators and that he “can’t imagine” that anyone from the Trump administration would appear before a Democratic-led panel investigating the president.

"Giuliani’s comments came hours after the State Department blocked a scheduled deposition by Gordon Sondland, a key figure in the Ukraine controversy, prompting three House committee chairmen to announce that they would issue a subpoena."

Just how smart is Trump? First off, he continues to add more evidence to the impeachment charge known as Obstruction of Congress. That was one of the pending charges against Nixon. That is not very bright.

Secondly, Trump is not allowing friendly witnesses like his personal lawyer and his political appointee and huge GOP donor, Gordon Sondland. Also, Trump is forbidding documents that are likely to include the administration's rationale in the decisions and statements made by the administration. That is not very bright.

Trump is not allowing the House committees to hear his side of the story. Instead, the House committees, like Schiff's Intelligence Committee, will be parading out their witnesses and their documents (Volker emails for example), which inherently will not put Trump in the best light. That is not very bright.

For Trump to continue with this Obstruction of Congress the evidence against him must be pretty bad. Again, the question is asked, what is he hiding?

Under the circumstances, the WH does not have to do anything. Pelosi unilaterally declared a formal investigation. Without that house vote, the republicans cannot subpoena. Without an equal right to defend themselves, the whole thing will be tossed out. It might end up in the SC first, but I have no doubt that will be the end result. .

    1. The bad thing for you is: they are asserting that "impeachment inquiry" is a fictional thing that does not exist in the constitution and they don't feel obliged to comply with orders coming from a figment of Pelosi's inflamed imagination.

    2. The good thing for you: Schitt, fat Jerry and the circus can still take their subpoenas to court and whine there that their "impeachment inquiry" is laughed at by the WH.

    ;) good luck

So what? The republican Senate won't buy that

Talk about not being in the best light the house can't even vote and instead go to recess in the mist of this terrible "Mob bosses" rein of terror. It really is the do nothing Congress lmao

You mean all those red state voters who elected all those republican senators? The democrats are working very hard to make sure they hate the democrats more than Trump.

    Good!

Why haven't the Democrats voted on impeachment inquiry????

Trump doesn't need to be part of the Democrats continual witch hunt.

    Trump has called their bluff.

Pelosi can now go to court and get spanked for not allowing a due process proceeding.

The House does need to vote on Impeachment before Trump would be legally required to comply with any requests.

Just one problem.... They have no probable cause while the Republicans have a ton of evidence of corruption.

And Durham just expanded his investigation in terms of time span and has added several additional DOJ investigators.
Durham has a reputation for expanding a staff when he has found significant criminal activity.
