Germany still has 15 billion € open in this year budget and doesnt know what to spend it on

I would like to note that the only reasons I occasionally feel compelled to be nice to Sobo is that I have lots of family ties to Germany.

Though in greater point mine are to Bavaria while his are to Saxony. It probably makes little difference to the non Germans here but it is a fairly big deal to those of us who are from those areas. I have family buried across Bavaria.

I have some too, by marriage, as I said. My brother's wife grandfather was an Obersturmführer in the SS Totenkopfverbände.
He served in Dachau and Auchwitz before transfering to a combat unit. He made his way to Austria and was captured there. He did a prison term and then was released but had travel restriction. His son migrated in the 60's and married a recently divorced women here. His son when't back to Germany about once every 5 years to visit relatives on both side of the wall. He brought back souvenirs, like east german officers cadet cap. He's the one who initiated me to philatelly.

Some collect new, some collect used other collect stamped enveloppe. There are even people who collect corner block and full page. I mostly collect up to 1950, europe, colonies, US and Canada.

 

I stopped at 1950 or so because this is when they stop using engraving and went to lithography. Engraved stamp are works of art.

Because West Germany pumped billions of DM and Euros into East Germany. Rebuilt its crumbling towns and cities, rebuilt its infrastructure. It was the West Germans taxpayers money.
It was the West Germans Social Security, unemployment, healthcare and retirement contributions, which East Germans received. West Germany converted the useless East German Mark 1:1, payed the East Germans.
It was and still is the enormous wealth of West Germany, which creates the wealth you are talking about.

Not the best example, but... The process implies that the artist has to engrave that image on a metal plate at exact scale. That plate is then replicated on a printing press. The art is in the engraving. ON some you can see the minutes detail on an historiuc building like a church when using a magnifying glass (one of the reason when they show a stamp collector in a movie, he's always with a magnifying glass in hand).
