Not true. The Zionist movement was established by Theodore Herzl in 1897 decades before holocaust. The first Zionists came fleeing persecution from the former Russian empire during first aliyah in late 1800's and second aliyah during early 1900's. Before the holocaust many of the pre-state institutions were formed including Jewish agency led by David Ben Gurion, Hadassah hospital and Hebrew University in Jerusalem; and Haganah(hebrew for defense) which became the IDF. Most of Israel's founders came from Russia not Germany with all of Israel's prime ministers either born in Russia or descendants from parents born in Russia.

This argument(along with that most haredi Jews believe that only Jewish sovereignty can come after the messiah) is irrelevant; obviously we can't go back in time and change it. Regardless of what haredi believe the state of Israel a state with majority of its citizens Jewish and described itself as Jewish state has sovereignty over green lines and rules over West Bank and Golan Heights. As I mentioned before there exists two different Israel; the state of Israel over green lines(flawed but only democracy in middle east) that most countries recognize and de facto state of Judea and Samaria(not democracy with Israelis living under civil law and Arabs residing nearby in West Bank living under military law) described by former Shin Bet head as
