Sure ... also you have your military with their capacities of hospitals and medical help. But it is not only the number of ICU units / beds, but there are 2 other major factors:

Number 1 is the medical personal which is not endless availabe, but is also limited in number. So there is also a limit here, because the staff ... doctors, nurses etc. cannot work 24/7 and needs breaks and sleep. And since they deal directly with the infected, they have an increased risk of getting infected ... and every infected doctor and nurse then fails in the health system.
Number 2 is that this pandemic is different from all other "emergencies" such as natural catastrophes (hurricanes, tornadoes, earthquakes, etc.) or other catastrophes. These are only regionally limited and as bad as they are e.g. Back then Catrina in New Orleans and how such a disaster will crash the health system regionally ... Relief can be sent relatively quickly from the rest of the USA. Here at Corona it is nationwide and help from other parts of the USA can only be sent to badly affected regions to a limited extent ... because there are many badly affected regions cross over the US.
