The watchman didn't refuse to open the GATE.. not plural.. He had stepped away to get a coffee.

That the uncivilized, barbaric, savage, noodleheads known as the mutawwen caused 14 (or 15) girls to die by keeping the doors closed, simply because they were not wearing their headscarves and robes.
