Judea and Samaria were abandoned by Palestine Hashemite Kingdom of Jordan and when it happened, by necessity Israel took administration of the area upon itself. Both Judea and Samaria will be partitioned based on an agreement reached between Israel and Palestinians (if Palestinians will ever put down their knives and suicide belts) and negotiate with Israel. Until then, Judea and Samaria are Israeli to administer.
