I posted this earlier today on another thread ...

I would be willing to try a multi-pronged approach, but it would take time, money, and a willingness of the community.

1) The current budget of the Chicago PD is about $1.5 billion for around 12,000 employees, over 11,000 of whom are sworn officers. I think I would double that budget through an ongoing grant from the federal government, but I would put all of that money under the control of outside trustees whose job it was to insure that all of that money was used to address the violence in the south and west sides of Chicago. It could be used to hire, train, support, and equip 11,000 officers to augment the officers already assigned to those areas, including additional Homicide detectives and Gang Enforcement Unit detectives. The trustees would continually study the structure and operations of the CPD to insure that the money was used for this purpose only. The result would be small sub-stations all over those areas, in neighborhoods, business areas, in the projects, near parks, and in schools, police officers on foot would be common. I would commit federal money for this for 10 years, and then evaluate.

2) I would pull the financial carpet out from under the gangs. Marijuana for recreational use would become legal through licensed, ordinary retail outlets. It's this way in my state (Oregon), and it hasn't impacted the state or its people negatively. The state actually profits from the taxes on it. Additionally, I would open clinics for heroin, opioid, and crack cocaine addicts where they could receive those drugs free, or, alternately, drug treatment and rehab. Boom! These two measures alone would deprive the gangs of a giant source of income.

3) Pass tax law that made Chicago an "enterprise zone". The deal would be that if you opened a manufacturing business that employed "x" number of people (maybe 30 or more), your business would pay no property taxes and no state or federal income taxes on profits for at least 10 years. You'd pay for your water and power of course, and your employees would pay their individual taxes. But the business could operate tax free for 10 years, after which time the law would sunset. At that time it could be renewed or modified or ended.

4) Schools - Schools would be well-policed and safe. Children would receive classes on "Successful Living" from kindergarten to 12th grade. These classes would deal with avoiding drugs, gangs, and crime. It would cover the influence of advertising, music and entertainment. It would deal with sex, birth control, the consequences of pre-marital parenthood, and the benefits of one day forming your own two-parent family. It would deal with money: how to manage it, how not to waste it, and how to set oneself up to make good money in the future. And it would deal with how to treat others as an important part of the pathway to success.

Federal officers only enforce federal law. Remember, CPD, is already there. There just needs to be a lot more of them in those worst areas.

They might not be so high crime with all those police around.

In order for any other programs to work, you have to have safety. They will simply not get off the ground without safety. It's a prerequisite to real progress on any other front.

Those are solvable problems. Tear down abandoned buildings and create the space. Perhaps extend the enterprise zone to where there is land and bus the workers to and from work. Whatever ... it's solvable.

Abducted college student, suspect killed while fleeing
from troopers: Police​

Student Skylar Williams, 20, was at Ohio State's Mansfield campus at about 11:45 a.m. Monday when she was approached by suspect Ty'rell Pounds -- a man she knows, according to Ohio State's public safety department.

Pounds, 24, reportedly armed with a handgun, forced Williams into a car and fled, the university's statement said.

Hours later, at about 3:30 p.m., a witness reported seeing a woman in distress at a gas station and forced into a car, Kentucky State Police said.

When officers tried to pull the driver over, Pounds allegedly fled, leading police on a chase, police said.

While chasing after Pounds, a "trooper heard a gunshot coming from within the vehicle which he perceived as an immediate deadly threat to himself and the female passenger," state police said in a news release. "The trooper drew his service weapon and fired at which time the suspect was struck resulting in his death at the scene. During this event, the female passenger was struck by at least one round of gunfire."

It was not immediately clear if she was shot by Pounds or an officer.

A high school student from Edmond, Okla., could face a potential criminal charge after a viral video showed him knocking a “Make America Great Again” hat off of a peer’s head and grabbing his “Trump 2020” flag.


School officials at Edmond Santa Fe High School told KOCO 5 that they have both surveillance video and cellphone video depicting the incident. Due to student confidentiality, the school will not release the surveillance video.


The solution for this incident is obvious.
Criminal assault charges need to be filed against the larger student.
How old is the attacker? He appears too old for Public School.
