The problem is that Rachel Dolezal did not grow up in an abusive family. She claimed that her parents whipped her while they were living in South Africa, but I seriously doubt that they were able to whip her from across the Atlantic Ocean.

Obama had to pay them, Romney had to pay them, and if he were alive today, George Washington would have had to pay for them... people seem to claim "educational" rights when they use music in videos, that educational right has a very limited scope of use, but let's be honest, when was the last time people read the laws, understood the laws, and followed the laws as written... instead they like to use their interpretation of what someone else's opinion was of the laws... you do not have to be selling something or trying to make a profit to be required to pay royalties, any use, ANY USE, that doesn't fall within the very narrow scope of the law, is infringement... and that goes for everything, music, print, etc etc etc...

TV for commerical use, if it falls under the fair use doctrine you can. If not and your are selling a product you must have a BMI or ASCAP license to use it or you can get a "use with permission". The Trump thing was not a commercial or campaign ad soliciting donations which MAY, not sure myself, come under a licensing requirement.
