Otherwise, it could be a schizophrenic having a violent episode and attacking authority,

The media seems unclear whether this was a coordinated attack or if the bridge and the Parliament intrusion were unconnected.

 

Maybe someone used the commotion of a traffic accident as an opportunity to try to breach Parliament.

 

That's what it is so far. Other than the perp being shot by Police. One woman dead who got ran over.

Early on I think there were reports of two shot outside Parliament but the reporting is confused and Scotland Yard isn't filling in any details yet. I mean common sense would suggest they had to be connected, but I suppose the intruder guy theoretically could have been skulking about waiting for a chance that was provided by an unfortunate traffic crash or something. Time will tell.

Experience. When I was a Congressional staffer, one of our district offices had persistent contacts with a guy who thought the CIA was out to get him. He was a nutcase but he never did anything that could get him arrested or banned so there was coordination between that office and the US Marshall Service a floor below related to him as our office was the usual port of arrival for his crazy. They would give the staff the heads up when he was around the building and the staff would give them the heads up if he reached us as he skulked about. Eventually the guy tried sprinting through security into the federal courtroom at which point he got a nice little taxpayer funded vacation.
