    All three programs also payed a small salary along whith the training or education

    welfare was not started by Johnson Welfare was started by Franklin Roosevelt
    Up until the 1960s When a person qualified for Permanent welfare
    As caseworker was assigned to them
    The caseworker went to the home and was responsible to supply anything needed by the welfare recipient
    The welfare recipient received a voucher To buy food
    The government had centers in caseworker would take the recipients to the center and they were given the clothing they needed
    The case worker would negotiate with the recipients land lord and pay the rent
    If the recipient had children they were not allowed to work or go to school

    That changed in the 1960s and welfare recipients began to receive a check monthly And be required to take care of themselves
    A person released from prison was eligible for temporary welfare And then caseworker Would decide how long that would last
    A person fired from their job if they had a family they were eligible for Temporary welfare until they could draw unemployment
    When I was discharged from the marine I Collected $20.00 for 20 weeks
    A meal in a diner was from 90¢ to $1.25
    Chinese Food was 40¢
    Ronald Reagan stopped much of this

    But conservatives to day claim We are in a welfare state

    Almost assuredly you don't understand this, but increased regulations benefit the largest most established competitors.

    In my area they used to require people sign postdated checks so that if they didn't pay up they could run the check through and then have them arrested for passing bad checks, effectively using the police as their collection agent. The Court would then find them guilty if they couldn't pay up, and order restitution, and then lock them up if they did not pay off the debt in whatever time period the court allowed.

    Not always, but some times.
