The USA should have been stockpiling respirators (and masks, etc.) 2 Months Ago.

But, instead of taking it seriously:

1) Trump was calling it a "Hoax"
2) Trump's Propaganda Arm (Faux News) was downplaying the threat
3) Trump was still holding large rallies (spewing his "it's a hoax" propaganda) and helping SPREAD the Virus (just to feed his Infantile Fragile Ego).

And the Bottom Line:

Regardless of what WHO said:

Trump dropped the ball, acted too late, and everything going on now is 100% Trump's FAULT.

^That is Universally Accepted (and Utterly Beyond Dispute).

Trump Dropped the Ball and His Conduct (as to the Virus) is INDEFENSIBLE.

And no matter how many times a day that anyone (with an agenda to defend Trump) posts...

If he was "taking it seriously" he would have canceled those rallies (due to public health concerns).
