My dad and mom were key in building a fire house in the Redwood Forest in Humboldt County, CA.
Dad told me a lot about fighting fires.
He and his crew would only put out a home on fire if the home could be saved almost entirely. He said for the owner, a home on fire, put out by the fire men, leaves the homeowner with a blackened shell and a hell of a time getting it rebuilt.
Best to let it burn and end up with a new home. Insurance is required of course by the owner.

Second, fires in the forests are mostly fought by volunteer fire fighters unless working for the Forest service.
So this is primarily about residences that are in private parts of forests.
