There are those who have genuinely fallen on hard times through no fault of their own (think redundancy and mortgage foreclosure?) who deserve and will appreciate all the support they can get, and there are those who are feckless alcoholics and substance abusers who er, don't. We have an expression here in the UK which succinctly sums it up - Unfortunates who deserve a hand-up, and volunteer down-and-outs who expect a hand-out. I don't want to come across as being personal, but I'd guess you're a female.

As to the military vets - from what I've seen on documentaries here, they have been cynically and inhumanely betrayed by their superiors and their political representatives, and it's not at all surprising that many of them have turned to alcohol; so don't confuse them with the feckless ones I mentioned above.

Getting back to the OP's focus, this morning frost is occurring though not downtown but it must be very uncomfortable for those in tents or exposed to the chilly temperatures. Fleas don't like cold and hopefully will be wiped out at bit. Less fleas less typhus.
