Ukrainian partisans may be targeting Russian assets along critical ground lines of communications (GLOCs) in rear areas of Luhansk Oblast. The Luhansk People’s Republic (LNR) Internal Affairs Ministry stated on January 8 that unidentified actors, presumably Ukrainian partisans, committed an act of sabotage and mined a gas pipeline near the Lutuhyne (20km southwest of Luhansk City along the H21 highway), causing an explosion that left 13,000 people without gas.[22] Local LNR Telegram channels additionally reported the activation of an air siren in Alchevsk (35km west of Luhansk City along the M04 highway) and air defense over Stakhanov (45km west of Luhansk City along the T1317 highway) on January 9.[23] . . . .

Ukrainian forces continued to target Russian military assets in southern Ukraine on January 8 and 9. Ukrainian Melitopol Mayor Ivan Fedorov stated that there were explosions at the Hidromash factory in Melitopol, Zaporizhia Oblast, and Rogov claimed that Russian air defenses shot down drones over the city.[48] A Russian source claimed that there is evidence that Ukrainian forces struck two Russian ammunition depots in Melitopol.[49] Rogov claimed that Ukrainian forces continue to strike Tokmak, Enerhodar, and Mykhailivka, Zaporizhia Oblast.[50] Russian and Ukrainian sources reported explosions in occupied Nova Kakhovka, Oleshky (7km southeast of Kherson City), Hola Prystan (10km southwest of Kherson City), Skadovsk (57km southeast of Kherson City), and Zaliznyi Port (58km southwest of Kherson City), Kherson Oblast on January 8 and 9.[51] . . .

US Says Iran Could Be Contributing to War Crimes in Ukraine With Drone Shipments. The US says that Iran could be complicit in war crimes related to its shipment of drones to Russia according to comments by White House National Security Advisor Jake Sullivan. Sullivan, speaking to reporters, said that the weapons Iran has provided Russia are being used to target civilians, which in the US point of view could put Tehran in the position of contributing to ‘widespread’ war crimes. Russian Strikes Hit Across Ukraine. Russia launched a series of missile strikes across Ukraine on Monday, according to Ukrainian officials. One strike in the northeastern Kharkiv region hit a marketplace, killing two people and wounding four others. Other attacks hit the cities of Kharkiv and Mykolaiv and infrastructure in the Donetsk and Kherson regions. After the attacks, Andriy Yermak, head of the Ukrainian presidential administration, called Russian attackers “common terrorists.” Russia also pressed on with its shelling of the eastern towns of Bakhmut and Soledar, where Ukrainian military forces are reportedly facing ‘waves’ of assaults by Russian forces. Russia Says Tank Transfers to Ukraine Would Prolong War. Kremlin spokesman Dmitry Peskov said Monday that new Western military aid for Ukraine, including armored vehicles and tanks, will only prolong fighting and will not prevent Russia from achieving its goals in the conflict. His comments came days after the US, France and Germany pledged to send light armored vehicles to Ukraine and as Western countries consider delivering heavier battle tanks to Kyiv. Separately, Peskov highlighted that despite French military aid for Kyiv, French President Emmanuel Macron is working to maintain dialogue with Russian President Vladimir Putin. Ukrainian forces continued to make gains along the Svatove-Kreminna line on January 10. Around 100 Ukrainian troops will start training on the Patriot missile defense system at a US Army base in Oklahoma as soon as next week, according to the Pentagon. CNN first reported that the training program will start. A Pentagon spokesperson said the training will last “several months,” without specifying an exact time frame. While training and deployment of the Patriot systems for Ukraine will take time, once fielded, they will boost Ukrainian air defense capabilities against Russian strikes. Canada will buy a US-made National Advanced Surface-to-Air Missile System (NASAMS) and provide it to Ukraine, according to the office of Prime Minister Justin Trudeau. Russia’s Wagner Group Claims Control of Soledar. Russia’s Wagner group claims that it has taken control of the eastern Ukrainian town of Soledar, according to the mercenary group head’s Yevgeny Prigozhin. He added that Wagner will announce the number of Ukrainian prisoners it has taken tomorrow. However, Prigozhin confirmed fighting is ongoing and Ukraine says its forces continue to resist in the town. Russia Appoints New Ground Forces Chief. Russia appointed Colonel-General Alexander Lapin as the new chief of staff of Russia’s ground forces, according to state media. The promotion comes despite criticism of his tenure as commander of Russia’s central military district, which was marked by the withdrawal of Russian forces from the key eastern Ukrainian city of Lyman in October. German Foreign Minister Visits Ukrainian City of Kharkiv. German Foreign Minister Annalena Barebock made a surprise visit to the eastern Ukrainian city of Kharkiv on Tuesday. During her visit with her Ukrainian counterpart Dmytro Kuleba, Baerbock promised more weapons and humanitarian aid for Ukraine. She also said Berlin will help Kyiv make “concrete” steps – such as judicial reform and anti-graft efforts – to join the EU. Pro-Ukraine Hackers Release Stolen Russian Data. Bellingcat reports that pro-Ukrainian hackers have released a massive amount of stolen Russian data to the investigative journalism group. A reporter says over 12 million Russian documents have been leaked to the organization since Russia’s invasion of Ukraine last February. Experts say the sheer scale of data dumps sometimes makes it difficult to discern the most useful information. However, the work producing this stolen data is still important as pro-Ukrainian hackers’ main goal is to encourage further hacktivism and distract Russian cyber operations.

Ukraine Cyber Chief Says Russian Cyberattacks Could Be War Crimes. Victor Zhora, the deputy chief of Ukraine’s State Service of Special Communications and Information Protection, says Russian cyberattacks on Ukraine could amount to war crimes. He argued that attacks in cyberspace disrupting power, communications and other critical infrastructure are coordinated with kinetic strikes, and thus can be considered as supportive action amounting to war crimes. Zhora added that Ukraine is gathering evidence of these coordinated cyber-kinetic attacks to deliver to the International Criminal Court.
