Some of those "IDs" you listed I could MAKE at home. (I have seen college IDs that are simply laminated cards, which can be duplicated with stuff from Office Depot.) The ID used needs to be secure.

 

It should be eliminated except for members of the armed forces. Absentee ballots should be cast in person.

 

Not just Kalifornia. My friend's grandmother was amazed to receive a voter registration card in the mail-she was a resident alien, a Canadian citizen. She had been registered to vote-without knowing-when she renewed her license! (She did not vote.)

Yes, chip and pin would cure that to a large extent. Trouble is persuading the authorities to spend money on something which may or may not be an issue worth spending money on, as far as they are concerned. Cost-benefit, etc.

The technology and printers are readily available to make cards just like the DMV. Walmart sells several that would pass cursory inspection. For less than $500 used a printer equalling DMV quality and features can be had, this includes hologram and magnetic strip encoded.

I managed a ski resort through 2004 and we had several ID printers for staff ID that surpassed the Vermont DMV at the time.

People who do voter registration are just folks from the public out on campaign. They fill in a form, and never check citizenship. Apparently, the registrars don't check it out either.
When I vote, my name and address is on a printout and all I have to do is sign next to my name. They don't ask for ID. What does your state do?

 

CA did not make that a condition for getting my 3 licenses. I was not told, gee, if you happen to have it laying around ....

CA already enforces proof of citizenship plus the FBI background check. If they cared as much about voting as they care about licenses, they would follow that same path.

 

If a proper background check is done, aliens will not be able to vote. Neither will they be able to work.
It is all easy and doable.
The question to ask is, why is nobody doing it?

 

Yes the prima facia certificate is easily forged but not the State Health Department's data base. Most State DMV and Birth Record departments have websites and phone numbers where anyone can quickly verify authenticity.

Probably not, technology is moving too quickly. Blank chipped cards are available on the open market, so are the printers and readers / loaders that can format and fill the chip.

It's easy access to the government data base that would definitively stop forgery.

Example. I got pulled over a year ago and didn't have my DL on me. The cop said no problem, what's your full name and date of birth. Within a minute my picture and ID info was on the cops car mounted laptop. ID's are so yesterday.

Voting privileges are legally given to citizens (not residents) who are not convicted felons.
Illegal voters are felons, illegals, under age people and green card holders who are invited into, and included in the voting process through some epic failure (or deliberate fraud) of the voter registrars and polling procedures. If it is difficult to believe that there could be such massive stupidity, you might try turning an eye towards the benefit of fraud.

A broken law is a double-edged sword - it can cut both ways.
