Does somebody has to say the exact words or phrase for something to be implied? There are many way to be dismissive of something without saying the exact words you want.

There's always some exceptions to the general rule, but the general rule is that Waukesha is a very white community, thus pretty much all the victims are going to be white due to the area's demographics.
