Several things. Green card folks don't vote. In fact, it's illegal. Show us the numbers of released felons. Any source will do. And yes, they are ineligible. So, given these conditions, why do you suppose a democratic house of representatives member would identify them specifically as disenfranchised voters? Perhaps you should ask them.
