Without more detailed information than the state, or information specific to the business, I would guess the difference is cost of living for the area, cost of rent on the property, and a whole host of socioeconomic factors. Where did you get those prices?

You’re right to an extent. However, consumers with more buying power equal more revenue for businesses. For instance, Starbucks would see more business if the employees of Starbucks, and those at similar income ranges, were able to afford Starbucks. Many more businesses would see improved revenue from increased consumer buying power. There are of course breakpoints, as you illustrated, but $15 an hour is not that break point.

What do you mean by 'allow'? Some people want jobs that pay minimum wage (or even less). I know unskilled migrants who thrived on those jobs when they were new to the country.
