not on their own. i oppose them being a prerequisite to purchase. in most circumstances, the bgc takes a few minutes and hinders no law abiders from purchase. Ideally, imo, a purchaser would complete the bgc, buy the firearm (if the bgc takes longer than purchase time), and then be reported to LE for having bought a firearm after the fact if found to be a restricted person, then arrested for having committing a crime.
Kind of like allowing a person entry into the country and then notifying INS that the person is here illegally.
