No, budgets are either submitted or they aren't. I haven't heard such a intellectually bankrupt an argument in sometime. It hasn't been a matter of "wording" for over three years. You are showing a totally lock of knowledge of what has been going on with the budget for the last three years.
I have a lack of knowledge? I usually delete them, but I did find one of my emails (since I work for the Gov't) that shows I have an outstanding knowledge of what's going on - since I get reports of what's actually going on via Gov't Email... You get propaganda! It's wording... It's how they are going to divide, how they are going to reduce which program... what percentage of what... childish bickering...
That is clearly what you have demonstrated as in the House passes a budget first and sends it to the Senate. And the fact remains the White is lying about the necessary votes for the Senate to pass it's budget resolution and it's the Republican's fault they haven't. Your claim it was because they couldn't get the wording right for three years is absurd ignorance of recent events.
