Perjury is a felony. The only evidence that does exist is evidence of a Vice President engaging in foreign diplomacy, using the withholding of loan guarantees as the incentive to achieve a political aim of stability in the region (by getting Ukraine to fire their ineffective prosecutor), a policy, which is not only a common diplomatic technique, it is one backed by the state department, federal government, the International Monetary Fund, and that of our western allies.

See, the prosecutor the US wanted the Ukraine to fire was letting corrupt firms operate in the Ukraine with impunity which affects our efforts to help Ukraine, which makes it a better for Putin, which causes more instability.
By creating the incentive for the Ukraine to fire the prosecutor, and replace him with one that will go after corrupt firms, it improves US policy goals in the region, and this fact has no benefit to Biden, personally. It benefits all Americans, though.

For 'bribery' to exist, Biden would have had to gain personally, which he did not. He was acting furthering US foreign policy in the region.
