Yes, you are correct that is the result of you all abandoning Time Distance Cover training.

No, it's the result of reality throwing you a curveball where you can't implement time, distance, and cover effectively without risking the safety of yourself, the public, or even the suspect.

ROFL @ your expert 'deceit' skills shining through again here:

Time Distance Cover would've safely given cops the chance they needed to realize that he was 12-yrs-old with a toy gun, or at least, told him to throw it on the ground.

You can see Rice making a drawing motion at 0:58.

Again, what probably happened was they thought to themselves something along the lines of "he's just a kid, I'm sure we can roll up and talk to him." Whether that's right, wrong or indifferent, I'm pretty sure they didn't woke up that day hoping to shoot a 12 year old. Which btw, his gun was realistic looking. You tell me which gun did he pull.

Yes, a 12-yr-old kid with a toy gun but no idea that cops plan to murder him.

... an officer fatally shot 17-year-old [Black teen] Antwon Rose II in the back as he fled a June traffic stop. Officer Michael Rosfeld has been charged with criminal homicide in the shooting...On June 19, Rose was the passenger in a vehicle in which 17-year-old Zaijuan Hester allegedly fired shots at a man in North Braddock. When the vehicle was pulled over by Officer Rosfeld in East Pittsburgh moments later, both teens ran from the vehicle, at which point Officer Rosfeld fired his service weapon at the teens, fatally striking Rose...."

Hello. I'm not trying to deflect from the topic, though I am really curious to learn your opinion.

In all seriousness, WHO are our Nation's primary child caregivers responsible for raising, nurturing and socializing perfectly healthy American newborns, maturing into apparent depressed, frustrated, angry, emotionally ill, sometimes violent SUIC!DAL, HOMIC!DAL, DOMESTIC AMERICAN TERRORISTS (*May 18, 2015 - Rise in Suic!de by Black Children Surprises Researchers - The New York Times*) causing COMMUNITY VIOLENCE, COMMUNITY FEAR, TERRORIZING, gunning down, killing American Babies and Elders, as well as impugning the image of our peaceful, responsible black or American friends, neighbors and co-workers of African descent?"

Hello. I'm not trying to deflect from the topic, though in all seriousness it is in fact White People and the racism gifted to such folks, by White Privilege, who are our Nation's primary creators of American newborns, maturing into apparent depressed, frustrated, angry, emotionally ill, sometimes violent SUIC!DAL, HOMIC!DAL, DOMESTIC AMERICAN TERRORISTS (*May 18, 2015 - Rise in Suic!de by Black Children Surprises Researchers - The New York Times*) causing COMMUNITY VIOLENCE, COMMUNITY FEAR, TERRORIZING, gunning down, killing American Babies and Elders, as well as impugning the image of our peaceful, responsible black or American friends, neighbors and co-workers of African descent.

What bothered me about it are several things. Firstly, he's just a poor kid with his whole life ahead of him and now he is dead. Why? It's so sad. Who knows what he would have become and how he may have helped others, even in some small way. Life is precious. Second, this cop just got his badge. What are they teaching them? Third, why shoot someone in the back unless you have witnessed them shooting someone. I think all of us could understand if some guy was shooting up others and the police witnessed it with others and this person, teen or otherwise was shot in the back and killed. I mean, there would be a definitive threat to others and he must be stopped. This kid, they think, came from a shooting just down the street where someone was grazed. Now, had that been witnessed by those police, it might be a bit more understandable, but it wasn't. They did find two pistols in the car, which were stolen. Unfortunately, these kids are getting stolen firearms and using them to tell others not to mess with them and theirs. All of it is tragic and I feel terrible about it.

I wish things were different in this world. It's a mess. Isn't it?

Now, the state police will take over in that area. There will no longer be a local force. This is what happens. Good folks living in that neighborhood because they cannot get out, will be susceptible to this kind of violence which they have nothing to do with. Now, the violence I speak of is that which was committed by the drive by shooters, and we don't know if these two were involved. It is, unfortunately, likely, but there is no proof and there have been no reports, because the greater evil was committed by the rookie cop. What a hell of a shame, all around. How can those folks trust the police? It's no wonder they don't call as often as they should. They could get shot in a case of mistaken identity.

We have to stop looking at folks by skin color and start looking at their hearts. It's sickening to me that so many are victims of the system they are told to trust. I have no answers. I can only let you know I feel terrible and angry. I feel sorry for those who must live in such conditions and are simply trying to survive. It's really sickening.

First of all, up front, an office should not be firing his weapon at anyone unless someones life is threatened.

But this takes me back to a point I have made numerous times. When confronted by a policeman, do what they say. The boys should not have jumped out of their vehicle and ran. Just comply. It is not complicated and it will save lives.

“Brutality” is not the word I would use

But apprehensions of suspects would fall along with a rise in crime in poor black neighborhoods

I guess, but I don't know the laws concerning such matters. I've been fortunate enough not to have to know.

Hello, Raffish. Just to be clear, are you claiming Racism and the concept of White Privilege are responsible for CAUSING a large, SPECIFIC population of apparent SELFISH, immature, apathetic, possibly emotionally or mentally ill black or AA moms intentionally introducing our Nation;s most precious assets to an UNHEALTHY, traumatic, potentially life scarring childhood and teen upbringing fraught with Struggles, PAIN, Hardships, COMMUNITY FEAR, Frustrations, Uncertainty, Depression, Sorrow, Sadness, Torment, Demeaning Government Handouts, Resentment, HATE and COMMUNITY VIOLENCE!?

    POVERTY toya graham .jpg

Respectfully, the specific population of American females I am referring to are the black or American girls and women of African descent who most all of President Barack "My Brother's Keeper" and Mrs. Michelle "Girl Power" Obama's American urban story-TRUTH-teller friends and WH guests HATEFULLY denigrate as less than human *itches and *hores, 'hoes' thots or 'RATCHET' females undeserving of being treated with basic human respect.

So you’re saying the only way cops can keep crime low in poor black neighborhoods, is to commit man slaughter?

The only way is to apprehend suspects who are often not willing to go quietly

Yes. But they aren’t allowed to commit manslaughter because a suspect is resisting. Or unarmed.

The cops didn't plan on murdering him.

So, you want the cops to stand behind their car pointing their firearms at the kid? Because, that is the procedure had they had the distance. And again, what probably happened was they didn't want to stand behind their car with their firearms pointed at the kid. They probably thought that they could handle things by rolling up and talking to him and not create a scene.

BTW, you never gave any evidence that the cops of the 70's and 80's shot less unarmed people than modern day cops. No stats, not even an anecdote, nothing. Just one video where some guy saud that cops arent being trained a certain way amymore (which it isn't true) without much context on how that training, or lack thereof, affected the amount of unarmed people being shot.

Not lethal force, aka manslaughter for resisting.

If lethal force is called for they can

For instance if its dark and the suspect may be armed

Is it that you don’t know what manslaughter means?

No, they can not use lethal force because it’s dark and a suspect may be armed. He actually has to be armed, and attempting to harm them or someone else, in order to use lethal force. Else it’s manslaughter.
