The contracts call for UP TO 2 billion rounds to be delivered over a period of several years. And are you saying that you want the people who have to guard the border and protect against terrorist attacks to do so in unarmored vehicles? - - - Updated - - - The contracts specify a upper limit that the companies should be able to provide.
