Obama has been a so idealist President that he has done really a little in reality. So that I guess he will be reminded as the first African American President ... but not as a great President. His idealism has made him forget that when you have to govern ... you have to be pragmatic!
Average rating means nothing. Bush got a boost after 9-11, which inflated his overall approval rating. It's the rating when you leave office that matters. And ironically enough, Trump's presidency will even bolster Obama's approval ratings even more. It actually started to increase around June 2015...the moment Trump announced he was running for president. Obama will have his presidency wedged in-between two awful GOP presidencies...which will make him look better in the long run. - - - Updated - - - Fox News and Rasmussen both had Obama with well above average approval ratings. In fact, the Trump brigade have been boasting about Rasmussen since it was the only poll that had Trump with a barely above average approval rating. So the amusing thing is...Obama actually did better than the current GOP president on a poll that leans heavily right wing.
That's what the GOP wants. If they can get Trump out of office, then the establishment GOP gets one of their own (Pence) to take over. Problem is, as bloody awful as Trump is...Pence is even worse. Trump comes across as a blithering idiot, but I always suspected that he chose Pence as his VP for the precise reason to avoid impeachment. He knows that as much as the Democrats despise him...they would hate a president Pence even more. It's actually a genius move if you think about it.

With Obama completing his second term with 59% approval, 37% disapproval, you'd think the Obama obsessives would not want to thereby draw attention to his successor's 43% approval, 52% disapproval (or Obama's predecessor's 32% approval, 61% disapproval, certainly.) But uncontrollable fixations are like that.
Biden ran for the Democrat nomination for President two or three times in the past and couldn't even get 1% of the Democrat's votes during the primaries. Obama may be an Alinskyite and a community organizer but in Obama's deck of cards the Biden card was right next to the race card to be dealt if Congress were have upheld the Constitution and wrote up articles of impeachment.
I give Obama a B-Plus/A-Minus approval rating. His bailout of the US from a horrible recession was beautiful. His renewable energy support A+. His diplomacy - A. His comparison of the Christian crusades to modern-day Islamic terror was unwarranted.
Not sure what your measuring stick is. Stocks recovered beautifully, which indicates a general confidence in his economic policies. A terrible housing bubble and banking crisis was averted. And he saved our auto industry. Unemployment dropped dramatically.

Bush had 8 years, and left us with a terrible recession, the worst housing/banking crisis in history, a near-bankrupt auto industry, 2 wars, a very high budget deficit and the worst debt ever, and a DJI below 800.
