They all come with some kinds of restrictions....its different for each one. Voting has preexisting requirements for example....registration

What? The court determines what is cruel and unusual punishment. Many times the court has had to place RESTRICTIONS on jails and prisons on their practices because they violated this right. DUH. LOL
