I don't think it's the ideal system but it has BEEN the system for forty years now, maybe more. The old "Schoolhouse Rock" meme "I'm just a bill" is a joke. Oh please they've changed the thing at least twice since it first came out. Further, the fact is the plan even without trains to Hawaii cannot be done in 10 years not enough construction workers and way to much too stuff to do just getting enough trains from East too west coast to cut air travel by twenty percent would take more than ten years and that's with emergency authorization to avoid all the various environmental impact statements the such a huge project would normally entail. It simply isn't physically possible.
