Well there is huge pressure these days to get some of these criminals paroled, because we seem to want to incarcerate a lot of people. 698 per 100,000 people or 0.7% of Americans are sitting in a cell. That seems small until you realize that the '100,000 people' includes babies, toddlers, 10 year old girls, every quadriplegic, bed bound patient and every 97 year old woman in 50 states is in that figure.
